Will this bag hold a 17.3" hp envy m7 gaming laptop (7 lbs.) and an ipad?

Iqbal,Thanks for your question. The answer to your question, unfortunately, is no. I own one of these laptop cases myself and my 15 inch Dell Inspiron just fits. So I'm sure 17.3 will not fit at all.

How is the bottom corner padding?

The bottom corners have decent padding, but larger laptops will be more exposed. I have a 14" Dell widescreen laptop and it is protected very nicely during daily travel.

Is this case waterproof?

Is this case waterproof? That's a question for the manufacturer. My answer, having owned two of these over the past 17 years, is "I doubt it." Water-repellant? Probably. On my last bus journey, when rain was likely when I might be out in the open, I fashioned a plastic bag, upside down over it, just to make sure nothing inside got damp. It's a VERY GOOD case. But waterproof? Probably not.
