Electrical contact grease is conductive in *film* form; it is used to provide a thin protective film over an electrical primary conductor, not be that conductor itself. One or more reviewers have misunderstood the purpose and behavior of electrical contact grease and have thus written erroneous reviews. If you just stick the electrodes of a multimeter into a tub of this, you won't register anything; if you finely coat the electrodes in this grease and then perform a resistance test between the electrodes, you will find that you still have zero resistance because the grease in film form does not inhibit conduction.

Q: What's the difference between this and much-cheaper dielectric silicone tune-up grease?

No-Ox-Id = conductor. Dielectric grease = insulator.

Q: Can this be used for a ground wire with ring connector that bolts to chassis to prevent rust on the chassis and still provide a proper ground?

Yes, absolutely! I used this for this exact purpose on my personal vehicle on Saturday; I had to grind my frame a bit to get the metal down to a clean, bare surface, then applied a very thin film of this over the cleaned section and then bolted on my main frame ground ring terminal (to which I'd also applied a thin film of this) and it works perfectly.

Sure can! Doesn't tack much either. Just a thin film wiped on.
