Yes it does. If you go to the search window and type in On screen keyboard up will come a keyboard and you use the pointer to type. It may show in the wrong place on screen but just drag it down to area so not to cover your area typing.

Is MS Office (Outlook, Word, and Access) Permanently free? In other words, is there a yearly fee for MS office as with the IPAD or other tablets?

Windows RT includes Office tools Word, Powerpoint, Excel, One Note. Access is NOT in the package. The tools are build into RT and there is no annual fee like there is with Office 365 on a Surface Pro 2 or 3.
