Is this any diffrent than the one sold on Tesla app?

NO, exact same charger Tesla sells.

Is the charger waterproof? Can I leave it attached to the outside wall of the house?

Yes. You can install it outside. You'll find several people on YouTube showing how it is done.

should i be hearing a coiling noise from the cable everytime i extend it to plug into the vehicle? thanx

The electrician that installed our charger says to reach out if we had any issues. We don’t have any noises.
