Can this be used instead of bullnose laminate stair edging? If the laminate doesn't come with it's own nosing?

Why not? The nosing is a safe and professional finish.

Can these be used on external stairs

That's exactly what I've done with mine. Looks great on my newly painted grey front door step!! I guess the rubber will perish a little quicker (in sunlight) than when used internally but the aluminum should be fine. Go for it!
