would this oil be overkill for a high powered air rifle?

Absolutely it would be overkill for an air rifle. This is a caustic solvent that is meant to dissolve gun powder residue. It's not oil. First you clean a firearm with solvent and then you apply the oil.

Stupid question, is this made specifically for bore cleaning only? Can i use it on all parts with carbon/lead deposits?

Hopper's is specifically for cleaning guns - - not just the bore. It will clean ALL of the metal or polymer parts. Not for wood.. Not a lubricant.

Does Hoops solvent break down over time? I have a 60+ year old bottle of Hoops 9.

Only 60? I finally used up some my grandfather's Hoppe's No 9 this spring. And I'm 66. It was like new.

Would this work in an ultrasonic cleaner?

yes works fine; our pistol team used to clean the .22s by immersion in Hoppes and ultra sonic once a year (shot maybe 200 rnds per week). No other cleaning or lube. Shot them "dry" (when dripping shoot a few rounds starting with a rag over the back of the slide so that you don't "clean your face" by accident :)
