Q: Should I use this for 3” tall seedlings in growing season?

I don't have any experience with using it on seedlings. My best guess is that's quite a small seedling. This is a great product, but you may want something different, perhaps a liquid, in this particular case.

Q: Approximately how many cups of fertilizer does the one pound box have?

A 1lb box contains approximately 2.5 cups of fertilizer.

Q: can neem oil or soap spray be used on meyer lemons for pest control?

I’ve used neem oil but only for fungus gnats larvae. It won’t kill the adults but will take care of the larvae. Soap spray should be tested on a few leaves and wait 48hrs to see if it causes any damage to the foliage. Works well against aphids. Use soap with the least amount of detergents and additives. Castile soap.

Q: how much of this for 5 cubic feet in a pot? and why do my lemons fall off prematurely when they're small?

During the winter months I put my lemon tree under a grow lamp and there is a heating pad on the bottom of the pot. I use small portions of the Citrus Mix once monthly. I know this is different from what is suggested, but it works. Also, water your tree often and make sure you have good drainage. I water at least every two days and sometimes every day. Lemon trees love water. This should stop your dropping of flowers and small fruit.
