whats the diffrence between slow blow and fast blow fuses

Slow fuses take a last little longer to blow when a heavy current load is placed over the circuit for a short period of time- like starting a motor - if the voltage is too much for too long, it will blow. Fast fuses are used for most common applications in electronics to protect the equipment etc...

Can i use these agc style 10 amp 250v fuses to replace 10 amp 12v dc fuses?

I would say yes as fuses go by amp rating rather than voltage. In other words, a 10-amp fuse is designed to blow after 10 amps of power is discovered no matter the voltage.
