Is the stainless inside 18/10? I read the outside is.

These pans are clad, meaning there is two layers of 18/10 stainless steel with a layer of aluminum sanwichen between the 18/10 SS layers.

Can you use stainless scrubbers for these pots and pans?

I don't know about stainless scrubbers. The pots & pans clean pretty easily. I use Bar Keepers Friend if I need to & that works really well.
