This is an attachment for the Hoss Single or Double Wheel Hoe. It doesn't attach to a handle. It attaches to the toolbar of the Wheel Hoe.

Is using this hoe considered a no-till practice?

The 12 " oscillating hoe cuts the weeds just below the soil surface. It works very good, and saves time and energy on loose tilled soil. For me this does not qualify as a no till practice.

How well does this attachment work with scraping grass off the soil?

Its not really designed for that purpose. If the grass was very minimal it would probably work but if you are trying to remove solid turf it will not work
