Quantity of fabric softener less than the mentioned 2 litre pack

The quantity of the item is less.. I bought a 2 litre pack however when I filled it. Up in 800 ml bottles I was surprised to see that 1 bottle was filled but the other bottle was filled only by 3/4th.. which means that the quantity was most likely only 1.5 litre ..
