Q: do they require racks?

No they don't. Just put these on my 2012 Triumph Bonneville SE and they worked perfectly. Did about 500 miles with them, no issue. They velcro over the top of passenger seat and you buckle them to the frame. Pretty easy once I figured it out.

Q: Will these work on a Honda pcx 150 ?

With quality elastic cods you can make it work. Tbe bags have quality Velcro to make it work.
