Q: can i still plant this year (New Jersey) for flowering next spring? or should i wait till spring to plant?

We sow about 3 or 4 weeks ago and we watered lots and lots. We are at 2000 elevation and it will probably snow in November. You may want to wait till next Spring.

Q: Will these grow in partial or full shade

I wouldn't plant in full shade but partial should be fine as long as they get a few hours of sun a day.

Q: Will these grow under a tree? I have a circle drive with a tree in the center and I'm looking for flowers to easily spread around it.

I planted them in both full sun and partial shade. They like the full sun, not the partial shade.

Q: What are the 16 perennial seeds included?

I do not know, the seeds never sprouted, we got no flowers from 30,000 seeds. Sorry
