The symbol clearly shows "equal to or greater than". You cannot physically clone a larger disk to a smaller disk. But you can to one of the same size or greater size.

If you clone the OS does it create like for like so the new disk is bootable? Migrating from hdd to ssd.

Yes you can convert a hdd to a ssd as long as they are both have the same connector the new drive will be an exact copy of the original and bootable you will need to resize it once in your computer as the computer will see the drive size as it was and the spare unused portion of the drive will need to be mounted easily done with the drive utilitie app on the Mac
