24w is size. It is perfect for my 11 y.o daughter she is XXS women size.

How thick is the material please? I'm looking for summer weight Jods/ Thx

Quite thick. They did the job in a rain storm on an Icelandic beach... maybe not light enough for a heat wave.

Are these high waist?

Not hipsters, but not too high waisted. Very comfortable, flattering fit and hard wearing. My favourites by a long way.
