We have extra wide window sills in our old stone building. They are about 14" wide. Will the hooks fit over that width? Thank you

Not according to the product description. It says 5.51"-11.02"

will this ladder work on second story deck rails which are only 2 inches wide

I would not trust it to work on a rail only 2 inches wide. However, if you know any young guys - 17-21 y/o - they will do almost anything on a dare! Have one of them try it out in a non-emergency scenario. If this young lad survives, then you know you are probably okay. But seriously, I'd have to have a trial run done, before I would depend on with my life (or someone else's.) Hope this helps.

It states one-time use only, but in the same note states the product should be tested and practiced. But how if it's one-time use?

Dear customer, Thank you for interested in our product. This fire ladder is not on-time use only. This product can be used multiple times. You can put it away when you don't need it, in case you need it. Hope it helps.

I could time you I am not near it. om a busy trip. But in the description below the picture where the dimensions are usually said the manufacture name. or call customer service they tell you.
