Q: What is the measurements for the height of the brush and also the height of the entire item, aluminum plus brush?

The brush is 3/4" long, however it only comes out of the aluminum holder 1/2". The total height of the entire item is 1.5"

Q: How far apart are the screw holes? I’m finding I have the screw holes at different places on my current one. I don’t want to drill new holes.

Thy are 7 3/4 inches apart. 5 of them.

Q: Can I cut this to fit 31 “ door?

You should be able to easily cut the metal edging to length desired with a saw tool with metal cutting blade.
