Are these reusable - meaning can the live primer be replaced after it "snaps", or is it a single use?

You can reuse them again and again. They are designed to be used indefinitely. They do not have a live primer. They are snap caps. Designed to mimic a live round to you and the gun but do nothing. They don't shoot, they don't pop, they are for show and wear and tear on the gun. Nothing else.

For center fire pistol, when dry firing the firing pin hits nothing but air. Why the firing pin gets damaged?

Like the others have said, it's not about what the tip of the firing pin hits, it's about the rest of the mechanism. As the tip hits the primer it cushions the rest of the mechanism. Dry firing let's parts of the system impact parts of each other that aren't designed to slam against each other. Some systems are ok with dry firing. Others are not. Using blanks and dummy rounds that cushion the whole system is good to do

do they cycle through Glock gen 3 G17?

Yes, these have cycled without problem with every 9x19mm platform I own, including Gen3 and Gen4 Glocks.
