Q: Will this reach the bottom of a 6.5 gallon carboy?

Yes but keep it out of the slug in the bottom that is waste and tastes bad if you pick it up

Q: What is the outside diameter of the outer siphon assembly? I want to make sure it fits through my carboy opening.

I have the standard six gallon glass carboy and it fits in there.

Q: Can this siphon olive oil?

I would think so. I used mine to transfer transmission fluid, worked well. Hope this was helpful
