Depends upon how much has been discharged, but shouldn't longer than a couple of hours for a fully depleted one.

Q: Exactly what device do you need to plug it into a 120 volt wall circuit for charging the batteries?

You need a usb to 120v adapter. The same as you would use for your cell phone into a 120v receptacle

Q: Can you use a Samsung cordless phone charger? the charging cord fits. When you plug it in , the red lites blink.

Check the output on the part you plug into wall. It should not be more than the input on batt. Charger.

Q: Does it come with power outlet charger? in case of a negative answer, can i use any standard 5v/2.0a charger?

No it doesn't come with wall charger but comes with cable. Use at least 2.1 amp charger. Lower amp wall adapters will work just slower. Can also charge from a laptop
