Can i see channels directly on the device?

Yes. I was surprised to find that this unit will decode the satellite signals. (At least for unencrypted channels.) When we recently had to repoint our dishes for livestreamed content, we were able to see the test channels on this unit without having to go back inside to check on the receiver.

Does it come with a strap and is it designed to put a strap on it?

Can it be connected to the dish without the satellite box and TV?

Yes, in fact that is the most likely use for it when pointing a dish. You connect directly to the horn of the satellite dish and the meter then acts in the same way as the satellite box (more or less) by allowing you to scan for channels on the selected satellite and even view them on the screen.
