Yes, They can. I have trimmed several of them down to fit different size makeup bags. You can also add fabric zipper tabs to give the cut ends a finished look. Just be sure to put some stitches across the end you cut to replace the little metal connector.

All zipper pulls are the same size no matter what size the zipper is, with the exception of separating zippers for jackets. I'm not sure I understood your question, but I think any size zipper pull would work to replace an existing zipper pull. Not sure how you're going to replace it...but I guess you have that figured out.
