No instructions included how do you make it work?

There is a little button inside to turn it on, you have to put a battery in it also. It took us a while but we eventually figured it out. Once you have it up and running it is hilarious and had us choking with laughter.

What country is this parrot made in ?

Well we do not have the packaging anymore but I am thinking China?? I could be wrong.

Does it stay on till I turn it off ?

It has 2 "off" options. You can shut it down totally by the switch inside the Velcro opening in back. There is also an option for "stand by" on one of the feet. Also there is no volume control on the voice.
