is this good for a baby bird i found outside? i need a answer quick!

Some species of baby are insectivores or omnivores and will not thrive with this formula. Whenever a baby bird is found rather then attempting to feed them please find a wildlife rehabilitator in your area that can guide you on what to do or take the baby to raise up. It's vital to have knowledge and experience before attempting to rear any wild life including birds.

Can this used for parakeet?

Absolutely, it's good for any bird in the parrot family. I would suggest you use pipettes instead of syringes.
