Can this unit charge other devices while it is being charged?

What is Low Current Mode? How to turn on it?

Most power station will automatically enter sleep mode when the product load is below 5W. Press POWER and BOOST button simultaneously for 2-3s to turn on this mode, it doesn't go into sleep mode.

Why can't I get 100W charging speed when charging my laptop with the included TYPE-C cable?

It is a private protocol cable. When charging other products, it only provides a 60W charging speed. You can achieve a 100W charging speed through your own 100W PD charging cable.
