Could it be used to carry the 20 oz air tank for paintball?

the inner diameter of this is 4 inches and length is 9 inches. a 42 0z or 1.25L bottle of pepsi i can easily carry inside of this.

Can this br used with a shoulder strap

Sort of, it only has 1 ring to attach the strap to but, if you add a d-ring or carabiner to the other side then you can attach the shoulder strap.

Would this fit one of those Smartwater bottles (1L)?

It depends on the height of your bottle and the diameter of the bottom of the bottle. The size of the bag is 8.7"(H) x 3.54"(D).
