This supply has an input range of 90 - 305V, so yes.

Q: Can this handle a modified sine wave? I want to use this in my truck.

As an inverter supplying a modified sine wave is also a switch mode type device, I would say no - it would not work - and even if the switching frequencies were matched - it would probably still not be very efficient.

This is only a 24 volt supply. The qbb requires about 50 volts and 3 amps for maximum output. A better supply would be the HLG-320-54 with a miximum of 54 volts and a maximum of 5.95 amps. It should be able to power (2) qb288. The dimmable version is HLG-320-54B.
