Does it fit an 86 buick regal

I would say yes it will probably fit your Buick.. although you might have to redrill one or both of the door holes to match the mounting pattern to mount these.. These are not the best quality but the price is right and served my need just fine.. on my 69 Camaro

Does this fit wothout modification to a G body 1978 el Camino?

You would be drilling two small holes into the body of your car at the point where you would like to mount your mirrors. So you would use one existing hole, both existing holes if it is a perfect match, or neither hole if you wish to place them in a slightly different location. They are very easy to install. Look great too.

Are they chrome or plastic?

Plastic. Not all that great. Looks good on my car but they are loose
