Doesn't provide hold

This product doesn't provide the hold that I expected. I didn't realize I'd ordered "hold 3" and not "hold 4", which is my fault. I can't return it so I've ordered it again but in "hold 4". If it also fails to give me the hold that Top Whip 4 did, then I'll for sure return it. Too expensive to just toss!
