can both sections of the unit be used as a freezer compartment down to -4 F?

No, at room temperature ambient the refrigerator section will hover just above freezing when the freezer is set to -4F although it might frost delicate food placed there. Set temperature to about 10F and it makes a proper refrigerator / freezer.

I would prefer to use the larger compartment for the refrigerator and the small compartment for the freezer. Is this possible, dual temp settings?

This is not possible. The cooling coils only wrap around the large compartment and the smaller box is passively cooled. The smaller box will always be at a higher temperature.

How well does this work when outside temp is above 85 degrees F?

My husband is a semi truck driver and I travel with him we use this refrigerator 24 seven it works wonderfully in warmer weather it keeps its temperature very well highly recommended. And we have been above 85° we’ve been in 100° however we are in the truck with air-conditioning so if you’re talking about 85° and plugging it outside somewhere I couldn’t help that answer

My jeep wrangler refuses to run ac when this unit is running. is this guaranteed not to kill my car battery if used when the car is running?

I am using This Refrigerator with Jeep Grand Cherokee without any problems with the motor running or not. If your battery and alternator are in running order, you will have no issues. The refrigerator uses very little electrical power.
