Can you plug samsung phone into this to boost the output.

You could do and it would work. My Nobsound has two separate input jacks (rca) therefore if you are intending to use this to power two speakers. then you would be advised to get a 3.5mm phono jack to two RCA plugs. I used my Nobsound to power a small 8" subwoofer through a filter (to get rid of everything above 250 hze.

My amplifier only has a 3.5 lineout for an active subwoofer. Can this unit be used with my passive subwoofer? Any recommendations?

The low frequency version should work for you by amplifying your passive subwoofer from your stereo amplifier pass-through. I have two of the full-frequency versions which I use in different rooms for powering mono centre channel speakers as tv 'sound bars'. One set up works very well but the other suffers from hum that I have not yet eradicated,. My experience chimes with reviews that suggest that these small amps can work well but are sensitive to ground-loop and interference issues in their set-up.
