Do the ends turn to get on the hydrant?

Yes. No problems with mine. Normal connection that swivels as you screw it on.

The product detail says that this hose is "500 PSI" max pressure. However, the hose itself is labeled as 150psi. Can this discrepancy be explained?

My hose is 10 feet long and I have no idea if it can hold 500 psi of water pressure. This much I can say it is sturdy rubber hose.

Can this hose be used for potable water?

NO! They can leach PVC, lead, my tin and other nasty stuff. If you want to drink it or kids might drink it (like a kiddie pool) but a hose made for drinking. Readily available.
