Does this come with a luer lock to hold the needle in place?

Is not a luer lock. I use this for administering fluids to a cat and my husband holds the animal so I don't worry about the needle coming off the tubing but if there would be a possibility of this for your use you might want to look for an extension set with a luer lock.

Is this reusable or disposable?

These should only be used for one bag of fluids.

I'm not sure, one other customer said 15 dpm. The drip is adjustable, I use it for a cat with kidney issues so the quicker I can administer 100 cc daily the better for both of us.

The package says this is 20 drops ml, the set I got from my vet is 15. Any idea how this will affect giving sub q fluids to my cat?

It won't be an issue. Will just give the fluids a little faster than the 15ML drip. Just ensure you give the amount of fluid each time as directed by your vet. And ensure you have all air out of the tubing. Do that by running fluid through the line for a few seconds upon initial connect to the fluid bag.
