Hi, is the small too big for a westie? Just read the reviews it seems to be for bigger, medium dogs?

Hi. I have this collar for my Jack Russell. It adjusts from large (approx 18in) to small (approx 8in) My dog wears hers at approx 12in. I hope that helps.

maybe its just me, but cannot see anywhere it says the length of collars... need to know lengths of both small and medium please?
