How is this packaged. I bought some from another vendor that had the air sucked out of the bag and the foam in an unusable shape.

The air was sucked out of this product as well but I used it with no problem. One thing I did notice was it actually shrank a small amount after about a week.

Pick and pluck to accommodate use?

These are not pick and plunk design. They are solid sheets of foam.

can they be used for outdoor vent plugs for winter?

I wouldn't use them for that. These are open cell and will hold moisture like a Sponge.
