I understand him perfectly also. He's referring to the rubber protection caps (black) in the first photo. The second photo is without the caps in place, showing the red and green colors. The kit comes with the black rubber caps installed.

Why is the acetylene tank dot stamped and not the oxygen tank?

Don’t know but I would call amazon and demand they send you the right tank or you cannot exchange them at a store and you will have to buy one and they are not cheap
