What size are the screws

They are Phillips head flush cut screws. About 1/4” long by 5/32” diameter wood type screws. Close to a #2 size.

What's the dimension between the 2 outer holes (from hole to hole) top to bottom?

If your product varies by 2 cm HOW can these holes lineup with a PCB that is 25 mm exactly?

If these are off by 2 cm they will never line up with pcb board holes at 25mm on center? how can these be off 2cm and be able to work?

Probably they mean millimeters cause no way it is off that much.
