Does this come with the chuck key

Yes, it comes with a key. This was a great purchase for me, be sure you have the correct morse taper number.

I just received this and lost my chuck key. Which one do I order?

I believe it is a standard 3/8 chuck, but i would suggest taking it to your local hardware store and finding one that fits.

What is the smallest bit size that this will take?

No chuck goes to zero - the jaws at the point where they grip the object would have to be infinitely small in order to do so. However, if this chuck goes down to 1/16" as Chuck Burch suggested, that's probably good enough for most everyone. If you need to go smaller you can always get a Jacobs-type chuck on an arbor for a jeweler's lathe and hold that smaller chuck in this larger 1/2" one. These smaller chucks will easily hold a #80 drill bit.

Will this fit a Shop Fox w1704?

If your Shop Fox uses a Morse Taper #2, yes. Otherwise, I don't know what your Shop Fox uses. Sorry.
