Are both measurements on the same side?

Both measurements are on the front. Blank on the back side.

What country is this made in?

I’m not sure but; 1. It has a US patent 2. I have mine over 5 years and it’s gotten a lot of use & it’s still going strong with no issues other than scratches etc. I would recommend this 100%! You would NOT be disappointed

Is this an engineering tape measure

Yes, this is an engineer scale, 1/10 of a foot, and a English scale, 12 inches per foot.

How long is it at its base?

I don't know what you mean by it's base, I used the tape for surveying and I have been quite pleased.
