Yes, I have found it be waterproof. It's the best all purpose glue that I've come across.

Will this fix a peppa pig card book?

It's designed to stick card and paper. It's solvent based, so it doesn't warp and it dries clear. It's VERY strong so be careful.

How long does this take to dry?

Dries very quickly but just enough wiggle time to move item into place. I use this all the time in my cardmakingand box making
