Can this be used in a Fogging machine for disinfectant for ducts

I've only used it brushing on work surfaces to remove serious stains so I don't know. Never used a fogging machine.

Can this be used on plants for root rot?

No reason why not if hydrogen peroxide is recommended as a treatment

Can this be used for toe nail fungus?

The booklet enclosed says a diluted 3% solution can be used as a antiseptic on wounds and infections. No mention of gross toes.
