Does this come with a charger, might seem like a stupid question but the 3DS' don't?

The Vita comes with a charging cable that works with standard USB phone chargers or any computer USB port. I even own a mains power-strip with USB charging ports. More sensible and less wasteful than yet another expensive-to-replace proprietory charger.

Is the PS Vita Slim wifi and 3G or just wifi?

The PS Vita Slim is only available as a Wi-Fi model. So it's just Wi-Fi.

It is not mandatory as the PS Vita contains 512 MB. However, I recommend that you buy an additional memory card. Some games require more memory (you can read that in the game specs). And you may have to delete old games before you start a new.
