No, all the taps are metric. The tool is a very poor design so the taps are held at an angle making it difficult to start cutting thread.

has anyone used this to cut thru steel?

I have only used it to clean up old rusty threads in steel fender nut plates. Quality seems good though.

To convert mm to decimal, divide by 25.4. or use an Internet conversion table. 3mm would equal 0.118" rounded off. 1/2" is 0.5" or 12.7mm (0.5*25.4).
