Does it hurt the exterior paint? My tank has a nice finish on the outside but the inside lining is peeling and there is some rust.

The cleaner will not, the rust blast will absolutely destroy your paint, and you will not be able to remove the coating material from any surface once it dries. Watch the YouTube video on it, it is awesome and very helpful and instructs to protect the outer finish

How do the sealant hold up againt racing fuel ?

I build harleys , and this is the only permanent seal to use , as I said PERMANENT. ITS WHAT SHOULD ONLY BE USED EVEN WITH RACING FUEL , The other products are temporary sealants that lack off rubber in your tank , hope this helps you

Im buying a new 4 gallon tank. Would i still need to use the rust remover solution or can i skip that part? Just use the cleaner and sealer?

RustBlast is an acid etch. A new tank is typically very slick and lacks surface profile. RustBlast will etch the surface and give an ideal surface profile so that the Tank Sealer sticks really well.
