Is this water resistant? Is there a IP rating?

Water resistant? Why? Using it in a laundry room or somewhere else? it's a treadle. There were no IP ratings back in the day.

The pictures indicate that the switch can be set in one direction and stay there until pressed the other way! Is this correct?

No, it’s a momentary switch. It had to be pressed to work, once you take your foot off it goes back to the center position. The point of the foot pedal typically is so your hands are free.
