Which side is 8.5 inches, and which is 10?

It's 10" by 8.5 if you measure the bottom of the rack. 10" is the length of the separators.

How deep is this shelf ? Is it 9.4" or 5.7" ?

I'm not sure what you mean by the "depth", but I will try to answer effectively. The width of the ribs that form the top of the shelf are 9.4". The height of the legs from top of shelf to the bottom are 5.7". The shelf expands in length to roughly 30".

I have a cabinet that needs a shelf. I've got 15.5 x 24.5 will this work ?

Unexpanded, the shelf is 9" deep X 16" wide. If 15.5 is your cabinet depth, then you won't have a problem.
