How much cable does it come with?

It comes with 25 feet of cable.

Is there a way to use this with a lowrance transducer used in the elite series gps /fish finder.

I doubt it as the transducer that comes with the unit is wired into the WIFI TBox.

Is it compatible with newer operating systems like android 7.1 or apple ios 11.3?

Android i don’t know, iOS 11.3 I will be able to answer this summer, sorry

can i connect it to two ipads?

I connected mine to my smart phone (android), my wife's iphone and my tablet. So I don't see why not.
