Yes. It's a perfect fit. for the Samsung 970 Evo that's fitted to my Dell Area 51M. I used the elastic bands rather than the metal clips too.

Will this work on a asus x570 mobo with wd blue sn550 500gb m.2 pcie nvme ssd?

I don't see why not. I expect this SSD only has chips on the upper side in which case you can use the metal clips rather than the rubber bands. From photos, it seems that the SN550 only has two chips so would ensure that the two metal clips are positioned over them.

This cooler will fit on the Asus Sabertooth x99?

check the specs for a size. it fit my WD blue one. they are all probably around the same size. as long as the chips are covered it should be fine.

How come it’s advised online to not use silicon based heat sinks as it traps heat yet this uses them?

The rings are silicone which are next to useless as the heat generated by the nvme will crack them after a couple of months which results in the heaksink loosely attached to the NVME over time. The steel clips that it comes with are the better option to use when fitting this as these give a good tight fit and won't come loose. From my experience using this on a NAS it kept my NVME from hitting the 70s C mark which was the case without it.
