The Homak 22in. Cantilever Steel Toolbox is manufactured in China.

I need a weather proof toolbox would this fit the bill? Looks like there is a seam where the lids meet where water could get in?

Not sure I would classify this as 'weather proof'. While it is a well-made, sturdy box, I don't think it would fare well if left to the elements often. Since the lid with respective trays come together to form the lid and has 3 latches, I don't think it would repel rain/snow if continually subjected to either for any lenght of time. If it got damp or wet on occasion, probably not a problem, submerged... NO. Aside from this, it is a worthy toolbox that is a good buy.

Is the bottom tall enough to hold a spray can

Not standing up. When the trays are in the closed position, it is no greater than 6-1/4" from the base of the Tray to the bottom of the tool box. A standard spray paint can is typically 8-1/8" or so.

Can this box take take a full sized padlock?

I'm not certain what is meant by a "full sized" but the toolbox can accommodate a padlock shank up to 5/16".
