Can these silicone cooking utensils with wooden handles be used in dishwashers?

Hand Washing Recommended. Due to the soild wooden handle, to extend the service life of the utensils set, we don't recommend soaking in water for a long time or dishwasher cleaning. However, the kitchen tongs is dishwasher safe.

The new cooking utensils seem to have a weird smell, is it normal/safe?

Don’t worry, it’s totally normal and safe, when using these silicone utensils sets for the first time, soak them in warm soapy water for half an hour, then air dry for about 3 hours, and the original smell of the silicone will disappear.
